What an HPD violation tells you
An HPD violation records a housing-maintenance condition found by New York City. Read what happened, how serious it was, and whether the violation is still open. Check whether it names one apartment or applies to the whole building, then look for the same problem in earlier records.
A closed record does not prove the condition was repaired. A complaint reports a problem; a violation records a condition the agency cited.

HPD handles housing-maintenance conditions. DOB covers building codes, construction and property safety. NYC 311 takes complaints and service requests. One problem can appear in several systems, but the records describe different stages or findings.
Check what each agency recorded. A complaint does not establish that a defect was confirmed, and a closed case does not tell you whether the tenant was satisfied with the outcome.
