Start with recent complaints, then look for the same category across seasons or years. Heat and hot-water requests may cluster in winter. Pest, mold, elevator or noise records can reveal a recurring pattern when the same issue appears repeatedly rather than once.

Next, compare complaints with inspected or agency-recorded conditions. A complaint that lines up with an HPD violation carries different evidentiary weight from an isolated service request with no related record.
