How to read a building's 311 history
Read recent complaints first, then check earlier months and years for the same problem. Heat and hot-water requests may cluster in winter. Repeated pest, mold, elevator or noise reports can tell you more than one isolated complaint.
Compare those reports with inspection findings and violations. A complaint with a related HPD violation has more supporting evidence than a service request with no related agency finding.
How building size changes the count
A 200-unit building and a six-unit walk-up are hard to compare by complaint totals alone. Check the number of apartments, time period and complaint types. Also check whether each report concerns one apartment or the whole building.
