A complaint is a report, not a confirmed condition

HPD, DOB and 311 complaint records begin with different reporting and inspection processes. A complaint can be useful evidence that someone raised a problem, but it should not be described as a confirmed violation unless the relevant agency recorded one.

Duplicate requests can describe one event, large buildings naturally generate more complaints, and some 311 records are assigned to the nearest address. Compare complaints with inspections, violations and building size.

Keep HPD, DOB and 311 complaints separate

HPD complaints concern housing-maintenance problems. DOB complaints concern construction, code, occupancy and building-safety matters. 311 receives requests across many agencies, so a useful rental report should narrow the results to housing-relevant categories and preserve the agency that handled each one.

What recurrence can tell you

Look for the same category across months, seasons or years. Repeated heat, hot-water, pest, elevator, plumbing or illegal-construction complaints can raise better questions than a raw total with no dates or categories.

Then compare the pattern with the property’s size and the scope of each record. A building-wide complaint at a 200-unit property means something different from a unit-specific complaint in a six-unit walk-up.

Does a building complaint prove there was a violation?

No. A complaint records that a problem was reported. A violation is a separate agency determination and should be checked in the relevant HPD or DOB record.

Should I compare complaint totals between buildings?

Only with context. Unit count, time period, duplicate requests, complaint category and building-wide versus apartment scope all affect what the total means.
