The annual filing is a building summary

Annual bed bug reports are owner-reported building aggregates and do not name the affected apartments. An HPD violation is separate and requires an inspector to confirm live bed bugs during an inspection.

What owners report each year

Local Law 69 requires multiple-dwelling owners to seek infestation information from tenants or unit owners and file a building summary with HPD. The filing covers the number of units with bed bug history and the use and outcome of eradication measures during the reporting period.

Because the public filing is aggregated, it cannot tell you whether a specific apartment was affected. It can still show whether the building reported infestations, whether re-infestation was reported and whether annual filings appear over time.

How filings, complaints and violations differ

An annual filing is an owner-certified summary. A tenant complaint records a reported condition. HPD issues a violation when an inspection confirms live bed bugs. Those are three different signals and should not be merged into one unsupported claim.
