What the annual bed bug report shows
Owners of NYC multiple dwellings report how many units had bed bugs during the filing period, how many were treated and how many had bed bugs again afterward. Apartment Fax shows those filings with pest complaints and HPD violations for the address.
Annual reports give owner-reported totals for the building and do not name the affected apartments. An HPD violation is a separate record: an inspector must confirm live bed bugs during an inspection.

What owners must report
Local Law 69 requires owners of multiple dwellings to seek infestation information from tenants or unit owners and file a summary with HPD. It covers units with bed bug history, treatments and infestations that returned during the reporting period.
The public filing gives building totals, so it cannot identify an affected apartment. Check whether infestations returned and whether the owner filed reports in earlier years too.
How filings, complaints and violations differ
The owner certifies the annual filing. A tenant complaint reports a problem. An HPD violation means an inspector confirmed live bed bugs. Check which kind of record you are reading before concluding what was found.
